Nigeria is Africa's top oil producer, but Nigeria remains a very poor county. How poor? Even with petrol at a low $2.34, a Nigerian must work half a day to pay for a single gallon of gas. Subsidies keep the price low, but prevent the country from spending oil proceeds on much-needed improvements to health, education and infrastructure.
