The Municipal Securities Rulemaking Board has promoted two staff members to new roles and hired a new member to its senior management team. The Alexandria-based organization has tapped Harold L. Johnson as deputy executive director and Ernesto A. Lanza as general counsel. Additionally, Janet Eakes will join the MSRB on Nov. 3 as the chief operating officer. Mr. Johnson, whose position is new, was previously the MSRB's deputy general counsel. He will be responsible for assisting with development of MSRB initiatives, focusing on major market issues, strategic planning and projects. Mr. Lanza, who had served as the MSRB's senior associate general counsel since 2001, will become the MSRB's chief legal officer, responsible for its rulemaking activities and its professional-qualifications program. He replaces Diane Klinke, who retired in September. Ms. Eakes is starting in a newly created position at the MSRB: overseeing its Market Information Department and enterprisewide management of data and information technology. She previously was senior vice president for mortgage sourcing operations at Freddie Mac of McLean, Va.
