The Interstate Insurance Product Regulation Commission today added two new regulators. Charles Rapacciuolo, formerly an assistant deputy superintendent for the New York State Insurance Department, and David Morris, a former life and health analyst for Nebraska’s insurance department, will join the group’s product filing and review operations. Mr. Rapacciuolo will be the development consultant with this section of the IIPRC. He was a founding regulator of the IIPRC’s system for electronic rate and form filing, a filing platform and also helped design some speed-to-market and regulatory modernization initiatives for the National Association of Insurance Commissioners. Mr. Morris will be the product review consultant, with daily filing review responsibilities. Last year, he played a key role in the start-up of the IIPRC’s operations, where he was the group’s interim product examiner. The IIPRC, based in Washington, runs the everyday operations of the Interstate Insurance Compact, a 30-state initiative that provides uniform standards and streamlined review for asset-based insurance products.
