The Securities and Exchange Commission has postponed for a week a decision on whether to issue proposed rules that would let issuers of private securities make solicitations to the public. The SEC had been set to issue proposed rules Wednesday. Instead, the Commission will consider the issue next week, on August 29, according to a notice posted on the agency's website Tuesday. Late last week, the SEC backtracked on a controversial plan to issue interim rules that would have immediately removed the prohibitions on the solicitation and advertising of private placements.
