Pioneering access to private infrastructure for individual investors
Patrick Quinn leads CION's innovative infrastructure fund, expanding market access through a tailored approach.
OCT 13, 2025

Patrick Quinn, Head of Business and Legal Affairs, General Counsel at CION, has showcased his considerable talents as a key contributor to the organization’s success.

The 2025 InvestmentNews Rising Star has played a critical role in developing the CION Grosvenor Infrastructure Fund, from the initial stages of identifying the opportunity to delivery of the interval fund to market. This process has involved selecting the manager, setting up the joint venture partnership between the two firms, conducting due diligence, executing the fund’s structure, and overseeing the marketing strategy. The fund was launched in January 2025 with $300 million in seed capital.

Expanding investment opportunities

CION is dedicated to helping advisors grow their practices through access to the private market investment solutions that today’s investors increasingly demand. Seeing a gap in the availability of infrastructure products for individual investors, as well as favorable trends in the asset class, Quinn and CION have offered advisors and their clients entry into the private infrastructure space with a differentiated product delivered in an accessible structure.

Partnering with GCM Grosvenor, an established name in the private infrastructure arena, CION has leveraged both organizations’ knowledge and expertise by creating a fund that provides value for advisors and their clients.

Empowering advisors through education

To aid with fund adoption, Quinn and CION are educating advisors and their clients about the private infrastructure interval fund and its potential benefit to their portfolios. The CION Grosvenor Infrastructure Fund has a tailored approach focused on quarterly liquidity, low minimum investment, and no minimum investor qualification.

“Creating access to private markets for individual investors isn’t just about the strategy or the manager. It’s the right structure and the on-the-ground support for education, thought leadership, and service,” Quinn says.

CION delivers differentiated, flagship products for individual investors, backed by a wealth of experience and know-how from its leadership group. Quinn’s contributions to this fund demonstrate the young professional’s full range of capabilities, along with his potential to continue to spur growth at CION.
