* Prudential Securities Inc. in New York has appointed Edward F. Keon Jr., 45, as senior vice president and director of quantitative research. He previously did the same thing at IBES International Inc. in New York.

* Turner Investment Partners Inc. in Berwyn, Pa., has named Christopher J. Perry, 31, a senior securities analyst. He most recently served as a research analyst at Pennsylvania Merchant Group in West Conshohocken.

* Rothstein Investment Advisory Services in Fairfax, Va., has appointed Tom Parnell, 52, as director of institutional management services. Mr. Parnell worked in a similar capacity at CMIC Asset Management, also in Fairfax.

* Liberty Financial Cos. in Boston has appointed L. Harrison Thayer, 45, vice president of corporate commun- ications. He had held a similar post at Financial Guaranty Insurance Co., a General Electric Capital Corp. subsidiary in New York City.

* Mitchell Hutchins Asset Management in New York, a subsidiary of Paine Webber Group Inc., has named Stephen W. O’Neil, 53, head of equity trading. He had been a senior equity trader and director of Arco Investment Management Co. in Los Angeles.

* MainStay Management Inc., a unit of New York Life Insurance Co., has hired Marc Brookman, 34, as senior vice president. He had been a national sales director and vice president at United Asset Management Retirement Plan Services in Boston.

* Evergreen Investment Management Co. in Charlotte, N.C., has appointed Christopher P. Conkey, 38, as president and chief investment officer. He succeeds Albert Elfner III, who will retire June 30. Mr. Conkey, a 10-year veteran, most recently served as senior portfolio manager and chief investment officer of Evergreen, First Union Corp.’s mutual fund unit.

* Great-West Life and Annuity Insurance Co. in Denver has named Patricia Neal Jensen, 52, vice president of employee benefits pension sales. She had been sales director for New York Life Benefit Service in New York City.

* Chicago Board of Trade has elected James R. Thompson, 63, to a third term as a public director. Mr. Thompson, a former Illlinois governor, is a law partner with Winston Strawn in Chicago.

* Ibbotson Associates in Chicago has hired Ricardo Reinking, 40, as vice president of consulting services. Most recently he was a senior consultant at Hewitt Investment Group, a division of Hewitt Associates in Lincolnshire, Ill.

* Capital Guardian Trust Co. in Los Angeles has named Bill Ring, 42, personal investment counselor and senior vice president of its personal investment management division, based in San Francisco. He was a managing director at Robertson Stephens Investment Management.

* New Boston Fund Inc. has hired Timothy M. Shine, 41, as senior vice president. He had been a managing director at CB Richard Ellis Investors LLC, also in Boston.

* Back Bay Capital in Boston has named Colin P. Cross, 42, director of business development. Mr. Cross was founder and president of Transition Capital Partners Inc. in Chicago.

* Copper Mountain Trust, a privately held trust company in Portland, Ore., has promoted Nicole R. Smith, 37, to director of marketing. She joined the company as communications manager in 1997.

* C.S. McKee, a money manager in Pittsburgh, has appointed Brian S. Sommers, 37, vice president and client relationship manager; Albert H. Madison, 36, vice president, equity portfolio manager and market sector specialist; and Amit Dugar, 34, vice president and quantitative analyst. Mr. Sommers had a similar job at KeyCorp in Cleveland. Most recently Mr. Madison was senior vice president, portfolio manager and equity analyst for Parker & Hunter Inc. in Pittsburgh. Mr. Dugar was a fundamental and quantitative analyst at Dean Investment Associates in Dayton, Ohio.

* Advanced Financial Solutions in Oklahoma City has appointed Mark Craig, 40, vice president of operations. He had been a consultant and president at SIA Technologies in Oklahoma City.

* Transamerica Life Cos. in Los Angeles has promoted Frank Beardsley, 35, to president of Transamerica Asset Management. He had been was vice president of risk management.

* Client Technologies Inc. in New York, a developer of sales and marketing programs for the financial industry, has appointed David Hirsch, 51, vice president of technology. He had been a project manager at Research Institute of America in New York.

* Invest Financial Corp., a unit of IFC Holdings Inc. in Tampa, Fla., has appointed C. Roger Allen, 51, president and national sales manager. He had been president of the specialized investments division of Financial Service Corp. in Atlanta.

* Accessor Capital Management in Seattle has named James Li, 34, as investment officer. A certified financial analyst, he had been a consultant at the Frank Russell Co. in Tacoma, Wash.

* Diversified Investment Advisors in Purchase, N.Y., has promoted David D’Gama, 38, to vice president of finance and strategy, from director.

* T. Rowe Price Associates Inc. in Baltimore has appointed fixed-income unit director William Reynolds, 50, to oversee the taxable bond fund unit on an interim basis until a replacement for Peter Van Dyke is named. Mr. Van Dyke, 60, has retired.

* Orbitex Management Inc. in New York has named Kevin P. Meehan, 37, as chief operating officer. He comes from the Dallas consulting practice of KPMG Peat Marwick LLP, where he was manager.

* Equitable Life Assurance Society of the United States in New York has promoted Mark Wutt, 36, to senior vice president. He had been vice president and operation planning officer.
