* American Express Retirement Services in Minneapolis has named Lisa A. Costa, 42, senior portfolio manager of the AXP Growth Fund. She had been a portfolio manager at Franklin Templeton in San Francisco.

* Limitrader Securities Inc., an online corporate bond trading system in New York, has appointed Susan Landin, 35, director of technology. She had been director of program management for North American securities at Warburg Dillon Read in New York.

* Touchstone in Cincinnati has added two regional vice presidents, Tara Schoenly, 28, and Christopher Fullerton, 26. Both will represent Touchstone variable annuities and mutual funds. Ms. Schoenly will be based in Naples, Fla., and cover Touchstone in that state and Puerto Rico. Mr. Fullerton, based in Cincinnati, will oversee Illinois, Iowa, Kansas, Missouri and Nebraska.

* Orix USA Corp., a New York subsidiary of Tokyo’s Orix Corp., has named John H. Moss, 62, president and chief executive. He replaces Yoshio Ono, 54, who has become chairman.

* Van Kampen Funds in Chicago has named Howard Tiffen, 51, senior vice president and portfolio manager of its senior loan funds. He managed the Pilgrim Prime Rate Trust and other structured senior loan portfolios at Pilgrim Capital Corp. in Phoenix.

* Burnham Securities Inc. in New York has named John A. Casey, 37, managing director of sales and marketing. He had been chief operating officer for the Quantitative Group of funds at U.S. Boston Capital Corp. in Lincoln, Mass.n U.S. Bancorp Piper Jaffray in Minneapolis has named Tom Stanberry, 45, senior investment banker in the fixed-income capital markets real estate and multifamily housing group. He had been director of fixed-income capital markets at the company since 1996.

Another U.S. Bancorp affiliate, First American Asset Management in Minneapolis, has named Mark Meyocks, 47, a member of the institutional group. He had been a business development officer in investment services with the parent company.

* The Academy of Financial Services, a training developer for mutual fund and insurance companies, and Precision Marketing Partners, a full-service sales and marketing company that provides distribution services to mutual fund and insurance companies in Milwaukee, have made the following appointments: Cindy Haas, 42, business analyst and manager of client services; Kathryn Kindler, 30, marketing and communications specialist; and Beverly Klug, 31, manager of marketing services. Ms. Haas had been an assistant vice president at AAL Capital Management Corp in Milwaukee, while Ms. Kindler and Ms. Klug worked in marketing for the Strong Funds in Menomonee Falls, Wis.

* PanAgora Asset Management Inc. in Boston has hired Perry J. Vieth, 43, as head of fixed-income and Brian R. Bruce, 44, as director of global investments. Mr. Vieth, a chartered financial analyst, replaces Roland Lochoff, 44, and Mr. Bruce replaces Peter Rathjens, 40. Mr. Vieth had been a senior portfolio manager at Fleet Investment Advisors in Boston. Mr. Bruce had been a principal at Dana Investment Advisors in Dallas and a professor at Southern Methodist University’s Cox Business School there.

* MetLife Financial Services in Troy, Mich., has appointed Dennis Koczara, 51, as marketing manager. He had been director of recruiting and compliance in Detroit for American Express Financial Advisors.

* Automated Trading Systems Inc. in New York has appointed Glenn L. Phillips, 47, chief financial and administrative officer and principal of its operating subsidiary, Limitrader Securities Inc. He had been vice president and chief financial officer of BICC North America in West Nyack, N.Y.

* Pacific Investment Management Co., the fixed-income unit of Pimco Advisors Holdings LP in Newport Beach, Calif., has promoted Mohamed A. El-Erian, 32, Pasi M. Hamalainen, 32, Brent L. Holden, 43, John S. Loftus, 40, and Ernest L. Schmider, 42, to managing directors. Mr. El-Erian was an executive vice president, Mr. Hamalainen is a senior member of the portfolio management and investment strategy groups, Mr. Holden an account manager, Mr. Loftus an account manager and senior member of the investment strategy group, and Mr. Schmider chief administrative and legal officer and a member of the management board.

* Security Benefit Group in Topeka, Kan., has named Harold Harrison, 56, vice president/retirement plans. Mr. Harrison, a chartered life underwriter, was senior vice president of the Retirement Resource Group in Cincinnati. Paul Dietz, 52, has been promoted to second vice president and director of tax-sheltered annuity sales, from assistant vice president. He has been with the firm for two years. Steven M. Bowser, 39, has been promoted to vice president and senior portfolio manager from second vice president and portfolio manager. He has been with the company since 1992.

* Putnam Lovell de Guardiola & Thornton in San Francisco has named John Baker Jr., 55, manag-ing director and head of equity trading. Mr. Baker had been senior managing director responsible for block and sales trading at Furman Selz & Co. in New York.

* American Guaranty and Trust Co. in Wilmington, Del., has promoted H. Lee Cheney III, 46, to president and chief executive from senior vice president of marketing and counsel.

* Loomis Sayles & Co. in Boston has named Joseph Gatz, 37, vice president and portfolio manager. He held similar posts at National Bank of Detroit before it merged with First Chicago Corp., now part of Bank One Corp.

* Travelers Distribution Services in Hartford, Conn., has named Elise L. Gordon, 46, chief marketing officer; Travelers Life and Annuity has appointed her second vice president. Ms. Gordon had been vice president, national life operations, for USI Insurance Services Corp in San Francisco.

* State Street Global Advisors, the investment arm of State Street Corp. in Boston, has appointed Edward G. Riley, Jr., 55, chief investment strategist. He had been chief investment officer at BankBoston Corp.

* Putnam Investments in Boston has named Deborah F. Kuenstner, 41, chief investment officer for large-cap value stocks. She replaces Anthony Kreisel, 55, who plans to retire in March. Ms. Kuenstner joined Putnam in 1997 as senior portfolio manager for international investments.

* Aetna Financial Services in Hartford, Conn., has appointed Jan R. Cartier, 46, sales manager, income products. Mr. Cartier had been a divisional vice president and wealth preservation planning consultant at Paine Webber Group Inc. in New York.

In addition, Joseph Uccello Jr., 53, has been named director of financial institutions. Most recently he managed the banking and registered investment adviser channels at Aetna Inc.’s asset management arm, Aeltus Investment Management.

* Proxy Voter Services, the Taft-Hartley division of Institutional Shareholder Services in Rockville, Md., has appointed Robert Beukema, 31, division sales manager. He had been a marketing coordinator at Amalgatrust Co. in Chicago.

* J.G. Wentworth in Philadelphia has promoted David Reape, 38, to senior vice president of operations from vice president. He joined the company in 1994.

* Metropolitan West Asset Management LLC, an employee-owned fixed-income investment firm in Los Angeles, has hired Patrick Moore, 35, as vice president. He was a vice president at Bankers Trust Asset Consulting in Los Angeles.

* Paine Webber Group Inc. in New York has appointed Sara Farley, 30, e-commerce industry analyst. A first vice president, she had served as a senior analyst covering consumer e-commerce companies at Warburg Dillon Read LLC in New York.

The company also has appointed Joseph Phillippi, 57, a managing director and automobile and auto parts industry analyst. He was senior vice president and a senior member of the firm’s automotive industry investment banking team.

* Ivy Management Inc. in Boca Raton, Fla., has promoted Richard A. Gluck, 41, to senior vice president and named him to the new position of head of fixed-income. Mr. Gluck is lead manager of the Ivy International Strategic Bond fund and Universal World Income RRSP Fund, and co-manager of the Universal World Balanced RRSP fund.

* Global Fixed Income Advisors in Palm Beach, Fla., has named Michael G. Leonard, 34, managing director, global finance and credit. He had been a managing director and principal of the global U.S. dollar reverse-repurchase department at Nomura Securities International in New York.

* Mony Life Insurance Co. in New York, a subsidiary of the Mony Group Inc., has promoted managing director John Feltman, 47, to eastern regional vice president of market development.

In addition, Richard A. Barrick, 51, has been named Western regional vice president of business development. A chartered life underwriter and chartered financial consultant, he had been Western regional vice president of market development.

* Rampart Investment Management Co. in Boston has promoted Neil R. Chelo, 28, to portfolio manager from assistant portfolio manager. A chartered financial analyst, he has been with the company since 1996.

* First Fleet Corp. in Fort Lauderdale, Fla., has hired Christopher Gillis, 42, as vice president, finance. A chartered financial analyst, he had been president of finance and controller of International Air Leases Inc. in Miami.

* Waddell & Associates Inc. in Memphis, Tenn., has promoted Cliff C. Sulcer, 30, to senior associate. A certified financial planner, he has been an associate since 1996.

* Pacific Life Insurance Co. in Newport Beach, Calif., has made the following promotions: Karen M. Brown, 57, to assistant vice president from director of model office in the annuities division; Heather A. Paige, 41, to assistant vice president from director, securities operations, in the securities division; John G. Torell, 31, to assistant vice president, securities portfolio, from director of securities accounting and reporting in the securities division; and John White, 38, to assistant vice president, internal wholesaling in the annuities division, from director.

* Massachusetts Mutual Life Insurance Co. in Springfield has named Robert W. Crispin, 53, executive vice president for the individual life business. He had been executive vice president of UnumProvident Corp.’s distribution and international operations in Portland, Maine.

* Yanni-Bilkey Investment Consultants in Pittsburgh has made the following promotions: Darrin K. Duda, 30, and John H. Cummings Jr., 37, to senior consultant from consultant; and William M. Marra, 29, and Sean M. Bannon, 31, to senior consulting analyst from consulting analyst.

The company has also made the following appointments: Michael B. Giammatteo, 26, consulting analyst, and Marlin D. Pease, 45, and Brian A. Maxwell, 33, senior consultants. Mr. Giammatteo had been retail branch manager at Mellon Financial Corp. in Pittsburgh. Mr. Pease, a chartered financial analyst, had been director of finance and assistant treasurer at the University of Pittsburgh and Mr. Maxwell an investment consultant at Buck Consultants in New York.

* PFPC Global Fund Services in Wilmington, Del., a provider of back-office services to the investment managers, has appointed two vice presidents of new business development. Barbara L. Blick, 34, will cover the Southeast region. She had been a business relationship manager at SunGard Shareholder Systems Inc. in Wayne, Pa. Matthew M. Caulfield, 32, will cover Pennsylvania, New Jersey and New York City. He had been an account manager at PFPC’s transfer agency group.

* Conseco Inc. in Carmel, Ind., has named Elizabeth C. Georgakopoulos, 36, president of its supplemental health insurance group. Most recently, Ms Georgakopoulos worked at Travelers Insurance in New York, consulting on global mergers and acquisitions.

* Evergreen Funds in Charlotte, N.C., has named Scott Bresky, 44, national sales manager/bank channel. He is a senior vice president and most recently served as president of Chase Investment Services Corp., a subsidiary of Chase Manhattan Bank in New York.

* Legg Mason Wood Walker Inc., a subsidiary of Legg Mason Inc. in Baltimore, has named Thomas P. Mulroy, 38, executive vice president and head of equity capital markets. He has been with the company since 1986 as senior vice president and manager of institutional equity sales. He is also a member of the capital markets committee. Ira H. Malis, 42, has joined the firm as director of equity research. He had been a general partner at Prospector Partners in Hartford, Conn. Robert A. Frank, 49, has stepped aside as director of research to work for Legg Mason Real Estate Capital Markets.

* Deutsche Bank in New York has appointed Jeffrey Heiss, 39, vice president in the sales and client management team of its global services insurance group. He had been vice president and treasurer of GRE Insurance Group in New York.

* Pacific Investment Management Co., a unit of Pimco Advisors Holdings LP in Newport Beach, Calif., has appointed Mark V. McCray, 33, senior vice president and municipal bond portfolio manager. He had been vice president and co-head of municipal bond trading at Goldman Sachs Group Inc. in New York.
