* World Gold Council in New York has named Haruko Fukuda, 52, chief executive and a director. She is a senior adviser to Lazard Brothers & Co. in London.

* Glenmede Trust Co. in Philadelphia has appointed Marie Flynn, 54, vice president and senior portfolio manager for its new unit in Morristown, N.J. Ms. Flynn had owned and managed Corinthian Capital Management in Morristown.

* Financial Management Advisors Inc. in Los Angeles has named Steven Kern, 31, vice president of its marketing team. Mr. Kern worked in a similar capacity at Merrill Lynch & Co. Inc. in New York.

* Prudential Securities in New York has appointed Clay Lebhar, 46, head of the Real Estate Debt Capital Group, a division of the real estate department of Prudential Securities Investment Bank. Most recently, he was president and chief executive of Prudential Mortgage Capital Co. LLC.

* Phoenix Investment Partners Ltd. in Hartford, Conn., has promoted John F. Sharry, 47, to president of the retail division, from executive vice president. Mr. Sharry joined the company in 1995.

* Paine Webber Group Inc. in New York has named Andrew Gitkin, 27, health care services research analyst. Mr. Gitkin worked in the same capacity at Salomon Smith Barney in New York.

* Guaranty Trust Co. in Chicago has named Henry F. Blacharczyk, 51, as president and Dennis A. Norden, 54, as chairman. Mr. Blacharczyk worked for Marine Trust in Bowlingbrook, Ill. Mr. Norden is a partner at the Kankakee, Ill., law firm Blanke Norden Barmann Kramer & Bohlen.

* New Amsterdam Partners in New York has named Linda Kavanagh, 48, financial controller. Ms. Kavanagh worked for New York City’s Human Resources Administration as a financial manager.

* Turner Investment Partners in Berwyn, Pa., has named Todd A. Bitzer, 33, marketing director. Mr. Bitzer was vice president of institutional marketing at Renaissance Investment Management in Cincinnati.

* Fame Information Services Inc., which provides financial, energy, corporate and economic data analysis in New York, has appointed Gerald D. Mintz, 46, president and chief executive. He succeeds Steven Silberstein, who continues as chairman of the board. Mr. Mintz had been president and CEO of American Banker-Bond Buyer, a trade publisher in New York.

* New England Funds in Boston has hired Roger Barnard, 39, as regional vice president of sales. He had been regional vice president for New England Securities in Boston.

* Global Asset Management in New York has named Donald G. Mock, 42, executive vice president and national accounts manager. Most recently, he was senior vice president directing sales of the GAM funds in the West.

* Waddell & Reed Inc. in Overland Park, Kan., has given new assignments to three of its portfolio managers. Zachary Shafran, 33, will manage the United New Concepts Fund. Mark Seferovich, 52, and Grant Sarris, 32, will manage the Target/United Small Cap Portfolio and will continue to co-manage the Waddell & Reed Growth Fund.

Mr. Shafran joined the firm in 1990 as an investment analyst. Mr. Seferovich joined the company in 1989 and is currently lead portfolio manager of the small-cap equity team. Mr. Sarris came aboard in 1991 as an investment analyst.

* Questor Management Co. in Southfield, Mich., has named Michael D. Madden, 49, sixth principal in the general partnership. He comes from Beacon Group Holdings LLC in New York and will continue to be based in New York.

* Landmark Partners Inc. in Simsbury, Conn., has appointed Francisco L. Borges, 47, president and managing partner. Mr. Borges had been managing director of Financial Guaranty Insurance Co. in New York.

* CDA Wiesenberger Inc. in Rockville, Md., has named David Young, 34, as director of sales for the retirement products division. Most recently he was national account sales manager for Standard & Poor’s Comstock in New York.

* Barrow Hanley Mewhinney & Strauss Inc. in Dallas has named Vance M. Arnold, 54, and Cory L. Martin, 34, principals to establish an institutional client services department. In addition, Mark Giambrone, 28, was hired as equity analyst. Mr. Arnold worked in a similar capacity at Renaissance Capital in Houston. Mr. Martin was a vice president at Templeton Investment Counsel Inc. in Fort Lauderdale, Fla. Mr. Giambrone, a certified public accountant, had been a portfolio consultant at Holt Value Associates in Chicago.

* Focused Investments LLC in Chicago has appointed David S. Veatch, 40, regional sales manager. He held the same post at Bank One Insurance Group in Milwaukee.
