Skyline Asset Management LP of Chicago, a small-cap equity management firm, has appointed Stephen F. Kendall a partner and chief operating officer. Mr. Kendall, 43, comes from RJR Nabisco, where he was a regional vice president.

The Securities Industry Association, New York-New Jersey District, has elected David I. Weprin, 41, chairman. He is managing director of Advest Inc., a Hartford, Conn.-based investment bank. He succeeds John E. Herzog, 62, who continues as a trustee for the district’s Economic Education Foundation.

Vanguard Group Inc. of Valley Forge, Pa., has named David Glocke manager of four money market portfolios: Treasury, Federal, Admiral and Variable Insurance. Mr. Glocke, 38, was formerly a fixed-income trader for Fidelity Investments in Boston.

Samuel A. Ramirez & Co. of New York has appointed Gary J. DiMaggio managing director and head of national sales and marketing. He was also named a director and serves on the executive management committee. Mr. DiMaggio, 38, was formerly chairman and chief executive of Monarch Financial Corp. of America.

Northstar Investment Advisors LLC of Denver has hired Timothy J. Waymire, 46, a certified financial analyst and former director of portfolio management for Bank One Investment Advisors in Columbus, Ohio, as a senior portfolio

manager.

MIMLIC Asset Management Co. of St. Paul, Minn., has named Rich Knapp director of marketing. He will manage current keys and market investment management services to insurers and institutions. He had been vice president of investment at Dean Witter Reynolds in St. Paul.

Callan Associates Inc. of San Francisco has promoted Eric Davison from national consulting coordinator to senior vice president. He has also assumed responsibility for day-to-day operations of Callan’s investment management council.

Howe Barnes Investments Inc. has announced several promotions in its banking and investment departments. In banking, Daniel E. Cardenas moved up to first vice president from vice president, and Sh
annon A. Houdek, 27, David E. Mudd, 32, and William F. Sammon, 25, were promoted to vice president from assistant vice president.

In the investments department, Christin C. Mallul, 39, moved up from vice president to first vice president, and Joseph A. Cantafio, 42, was promoted from second vice president to vice president. In addition, Mark L. Oberrotman, 42, has been hired as vice president, investments. He had been an account vice president at PaineWebber Inc.

Internet Securities Inc. of Boston, a provider of emerging markets news and information, has promoted Michael W.G. Fix to the new post of chief operating officer. Mr. Fix, 36, who had been managing director of European operations, is now responsible for operations worldwide.

Dialog Corp. of London has named Roger Summit, 67, chairman emeritus and a director of its North American operations. He was president and chief executive of Dialog Information Services Inc. in Palo Alto, Calif., until his retirement in 1992. While at Lockheed Corp. in the 1960s, he created Dialog, the first major on-line information retrieval system of its kind.

Loomis Sayles & Co. of Boston has named Michael J. Madison, 40, vice president and portfolio manager in its Detroit office. He will manage portfolios primarily for private investors. He comes from Wilson Kemp & Associates, a wholly owned investment subsidiary of Detroit-based Comerica.

David G. Sowerby, 37, becomes a vice president and fixed-income portfolio manager. He had been a senior portfolio manager and economist at Beacon Investment Co. in Ann Arbor, Mich.

Keyport Life Insurance Co. of Boston has assigned distribution, customer service and corporate communications responsibilities to Stephen B. Bonner, 51, senior vice president for income markets. Mark R. Tully, 41, was promoted from vice president and national director of traditional sales to senior vice president and chief sales officer, reporting to Mr. Bonner. In addition, Garth A. Bernard, 37, was hired as vice president of product development. H
e had been vice president and chief actuary with Northern Life of Seattle, the annuity subsidiary of Reliastar Financial Corp.

Interactive Data, a Bedford, Mass.-based provider of financial information, has promoted Julie Slater, 34, from product manager to manager of the mutual fund products management group. She is succeeded by Christine Walsh, 27, who was an associate product manager. Michael O’Mealey, 31, also joined the group as a product manager. He previously worked as a pricing manager in the mutual fund division of Boston-based State Street Bank.

National Regulatory Services Inc. of Lakeville, Conn., has announced that H.B. Braisted, 61, will serve as consultant. Mr. Braisted, of the New York law firm Davis Polk & Wardwell, will help conduct compliance audits for advisers, broker-dealers and investment companies.

State Street Research and Management Co. of Boston has hired Melissa Birtwell as director of production in the retail mutual funds marketing group, replacing Linda Grasso, who has left the firm. Ms. Birtwell, 34, was previously director of retail production at Fidelity Investments.
