Ever since they gained control of the House of Representatives in January, Republicans have been hammering the Securities and Exchange Commission. They have sought to curtail funding for the agency, which they say failed investors – and taxpayers – by letting Ponzi schemers Bernard Madoff and Allen Standford slip through its fingers. In early August, House Financial Services Chairman Spencer Bachus, R-Ala., provided a glimpse of a bill he plans to introduce that would restructure the SEC.
