Legislation was floated last month that revives a past effort to create a federal insurance regulator. Called the National Insurance Consumer Protection Act and co-sponsored by Reps. Melissa Bean, D-Ill., and Ed Royce, R-Calif., HR 1880 would let insurers choose whether to be overseen by a federal regulator or continue to be regulated by states.
