* Strong Capital Management Inc. of Milwaukee has named David Lui portfolio manager of its International Stock Fund, succeeding Anthony L.T. Cragg, 42, who now runs the Asia Pacific Fund. Previously, Mr. Lui, 38, was an international portfolio manager at Phoenix Investment Partners in Enfield, Conn.

Scott Sindelar, 41, has been named portfolio manager of the Small-Cap and Mid-Cap Funds, succeeding Mary Lisanti, 40, and Jeff Bernstein, 31, who left the firm. Mr. Sindelar comes from Mid-Continent Capital LLC in Chicago, where he was a vice president and co-manager for institutional portfolios and individual accounts.

* Comerica Inc., a Detroit-based bank holding company, has elected four directors: James F. Cordes, 57, retired executive vice president of Coastal Corp. of Houston; Eugene A. Miller, 60, chairman and chief executive of Comerica Inc. and Comerica Bank; Martin D. Walker, 65, principal of Westlake, Ohio-based Morwal Investments; and Kenneth L. Way, 58, chairman and chief executive of Lear Corp. in Southfield, Mich.

* 100% No-Load Mutual Fund Council, a non-profit trade group, has elected new officers and moved its headquarters to Louisville, Ky., from New York.

Grant Duffield, 30, director of marketing for the Wexford, Pa.-based Muhlenkamp Fund, was elected chairman of the non-profit trade group, succeeding PBHG Funds Chairman Harold J. Baxter, 52, who resigned; and Thomas A. “Tad” Douglas Jr., 45, a vice president of the Sachs Co. in Louisville, was named president, succeeding the group’s 72-year-old founder, Irving L. Straus, now president emeritus. Ann W. Regan, 49, director of mutual fund sales at Chicago-based Oakmark Funds, and Michael Eckert, 42, vice president of Sit Funds in Minneapolis, were elected vice presidents; George R. Gaspari, 58, president of GRG. Consulting in Forest Hills, N.Y., is the new treasurer; and John S. Stoppelman, 53, of the Stoppelman Law Firm in McLean, Va., is the new secretary.

* Oppenheimer Capital, a New York-based unit of Pimco Advisors Holdings LP, has appointed Jim McCaughan, 45, president. He replaces George Long, who was promoted to chief executive and chief investment officer last July. Mr. McCaughan, 45, had been president and chief executive of New York-based UBS Asset Management Inc., the U.S. money-management unit of Union Bank of Switzerland.

* Wells Fargo & Co. of San Francisco has promoted Rod Jacobs, 57, to president from chief financial officer. The post was vacated by the departure last year of William Zuendt, 50. Mr. Jacobs is the second management director on the board, joining Paul Hazen, the banking company’s chairman and chief executive.

Executive vice president Ross Kari, 39, who heads Wells’ finance group, will succeed Mr. Jacobs as chief financial officer.

* Sandler O’Neill & Partners LP, a New York-based investment bank specializing in middle-market financial service companies, has named Vita M. Marino, 45, managing director of the company’s new insurance practice. She most recently served as director of research for Greenwich, Conn.-based Marsh & McClennan Risk Capital, where she oversaw a portfolio of insurance company investments.
